New, innovative technologies often require in-depth knowledge of specific topics. Since the issues
make use of different technologies, the advice is to structure the available technologic knowledge
per issue. TIER is specialized in information technology and infrastructure.
New, innovative technology can also be a combinations of technologies with prior arts. In this case, the
bible of relief workers can bring simple and practical solutions.
